For Property owners impacted by recent pipeline construction in Wood County.
Three documents of Importance Specifically to Rover however any FERC approved construction would have similar documents. We have two documents specific to Rover and one that is specific to Nexus.

About the documents:
Rover's Agricultural Impact Mitigation Plan (AIMP). It was provided to the Federal Energy Regulatory Commission (FERC) prior to pipeline construction. Land Stewards drafted considerable portions of this document, and while not perfect, we think it's fairly decent. Problem was, Rover didn't implement it nor did FERC enforce it (despite Land Stewards Ag Inspectors' best efforts). Consequently, most tracts did not receive the protections outlined in the AIMP.
Rover's "permit" (actually referred to as a "7C" or "Certificate"). This the actual federal document that gave Rover permission to start construction. One of the most relevant parts of this document is Appendix B - Environmental Conditions, which starts on page 111. You'll see that the "Conditions" are numbered. The two conditions of most significance to agriculture are #30 (page 118) and #34 (page 119). Condition #30 stipulates Crop Monitoring. NOTE: Rover never developed or submitted a Crop Monitoring Plan to FERC for their review and approval prior to pipeline construction (as the language stipulates). Condition #34 refers to whom Rover shall provide drain tile information.
The third is the FERC approved Crop Monitoring Plan for the NEXUS Pipeline. Land Stewards wrote this entire document. While some of Land Stewards ideas were taken out by NEXUS. The real question is whether it is fully implemented.
Calling the FERC Hotline for Rover:
Landowners need to specify what has not been done on the property specifically siting items in the Rover 7C certificate. Call Gertrude Johnson at 202-502-6692 or 2022-502-7313. Gertrude needs specific properties and specific issues so that she can ask Rover about these. In the event that an abandoned well was discovered during construction and it wasn’t properly capped by Rover FERC needs to know about this also.
For those having issues with Rover honoring negotiated individual agreements specifically concerning contract or compensation issues the number to call is 202-502-6651.
This is the best thing we can do to resolve current issue and make future projects impacting the area have better results for all, not just the large companies traversing the area.
